Consultant – Legal, Policy & Governance Framework for CJIX-R Pilot in Uganda

About the role
The United Nations Office on Drugs and Crime (UNODC) seeks a national consultant to design the legal, policy, governance and operational framework for the pilot Criminal Justice Information Exchange and Referral System (CJIX-R) in Uganda. The assignment focuses on Gulu and Moroto districts and supports the UNODC programme to modernise case management across the criminal justice chain.
Key responsibilities
- Prepare an inception report outlining methodology, work plan, stakeholder engagement strategy and reporting framework.
- Conduct a situational assessment covering current-state analysis, criminal justice information system review, business process mapping (As‑Is and To‑Be), legal and policy review, and institutional gap and risk analysis.
- Draft the Criminal Justice Information Exchange and Referral Governance Framework and associated Standard Operating Procedures (SOPs).
- Deliver the final governance framework, SOP manual, stakeholder consultation report and an implementation roadmap, including phased rollout, monitoring arrangements, risk mitigation and sustainability recommendations.
Required profile
- Advanced degree in law, public policy, governance or a related field.
- Proven experience in legal and policy analysis within the criminal justice sector.
- Familiarity with information exchange mechanisms, SOP development and stakeholder consultation processes.
- Experience working with government agencies, judiciary, police, prisons and civil society organisations.
