Data Use Advisor – DART Project (Uganda)

About the role

The Data Use Advisor will lead the DART initiative’s effort to turn digital health system data into actionable management information across national, regional, district and facility levels in Uganda. Based in Kampala, the role supports the Ministry of Health in embedding data‑driven decision‑making throughout the health system.

Key responsibilities

• Facilitate data‑use clinics and performance review sessions with health officials.
• Interpret dashboards and health information system reports to identify trends and gaps.
• Track decisions and ensure feedback loops are established to improve service delivery.
• Support the integration of new data sources into the National Data Warehouse and Health Information Exchange.
• Collaborate with technical teams on data‑center design, cybersecurity and responsible AI adoption.
• Provide guidance for workforce certification and survey modernization initiatives.

Required profile

• Experience working with digital health systems or large‑scale data programs in low‑resource settings.
• Demonstrated ability to translate data insights into policy or operational actions.
• Strong understanding of health information governance, data quality and performance monitoring.
• Willingness to travel nationally and regionally as needed.

Required skills

• Data analysis and visualization concepts.
• Familiarity with health information systems (e.g., EMR, DHIS2) and data warehouses.
• Knowledge of data governance, cybersecurity basics and responsible AI principles.
