MEL & Evidence-Pack Lead – Data-Activated Architecture (DART)

About the role

The MEL & Evidence-Pack Lead will shape and oversee performance monitoring, verification readiness, learning, reporting, and evidence‑pack systems for the Data‑Activated Architecture for Resilient Transition (DART) project supporting Uganda's Ministry of Health. This senior position blends monitoring‑evaluation expertise with digital health system knowledge to ensure auditable, high‑quality evidence drives decision‑making.

Key responsibilities

• Design and manage DART’s monitoring, evaluation, learning, and evidence‑pack frameworks.
• Ensure all project results are supported by reliable, complete, and auditable evidence.
• Coordinate data‑warehouse stabilization, health information exchange operations, and priority system integrations.
• Lead verification readiness activities and reporting to government and donor stakeholders.
• Facilitate workforce certification, survey modernization, and responsible AI adoption within health data workflows.

Required profile

• Minimum 7 years (84 months) of experience in Monitoring, Evaluation, Learning (MEL) within health or development projects.
• Proven experience working with government health ministries or large‑scale digital health initiatives.
• Strong analytical mindset with ability to translate data into actionable insights.
