National Consultant - Gender Statistics and Data

About the role

UN Women is seeking a National Consultant to provide technical support for gender statistics and data in Uganda. The consultant will work closely with the Team Lead, Ending Violence Against Women, and national partners to improve the quality, comparability and use of gender‑related data generated through the Violence Against Children and Women Survey (VACWS) and other initiatives.

Key responsibilities

• Provide technical inputs to ensure the VACWS methodology, instruments and analysis plan capture gender dimensions, inequalities and risk factors.
• Review and integrate VAWG components into the survey plan, budget and ethical protocols, and archive all survey documents.
• Support the development and use of citizen‑generated data, including quality assurance, criteria definition and capacity‑building for national and non‑state actors.
• Strengthen gender‑responsive administrative data production in justice and law enforcement agencies, and coordinate contributions to the annual SDG5 and SDG16 reports.
• Participate in steering and technical committee meetings, document lessons learned and contribute to UN Women’s data reports and outreach materials.

Required profile

• Strong knowledge of Uganda’s national statistical system, gender policies, legislation on gender equality and women’s empowerment, and the criminal justice data ecosystem.
• Demonstrated experience in project management, monitoring and evaluation of large‑scale surveys or data initiatives.
• Excellent analytical and research skills with the ability to work independently and produce clear, appealing outputs.
• High cultural and gender sensitivity and ability to collaborate with diverse stakeholders in a multicultural environment.
