Program Measurement Specialist

About the role

The Program Measurement Specialist will lead the design, implementation, and oversight of monitoring, evaluation, research, and learning (MERL) systems for International Justice Mission in Uganda. This role ensures data‑driven decision‑making, program effectiveness, and a culture of continuous learning across internal teams and external partners.

Key responsibilities

• Evaluate program performance against strategic frameworks and provide adaptive management recommendations.
• Guide internal teams and partners in developing and using standardized MERL tools, indicators, and methodologies.
• Conduct research and data analysis to identify trends, generate insights, and suggest program improvements.
• Oversee MERL plan implementation, ensuring data quality, policy compliance, and timely reporting.
• Advise leadership and partners on evidence‑based strategies and organize learning sessions for knowledge sharing.

Required profile

• Proven expertise in designing and implementing MERL frameworks that support strategic decision‑making.
• Advanced analytical and critical‑thinking skills with the ability to interpret complex data sets.
• Strong stakeholder engagement and advisory capabilities.

Required skills

• Proficiency with statistical analysis software such as SPSS, R, Stata, and Power BI.
• Experience in both qualitative and quantitative research methodologies.
