Survey Modernization & Measurement Advisor

About the role

The Survey Modernization & Measurement Advisor will lead the redesign and implementation of Uganda's national health survey portfolio under the Data‑Activated Architecture for Resilient Transition (DART) project. Working closely with the Ministry of Health, UBOS and academic partners, the advisor will shape a lean, integrated measurement system that supports evidence‑based decision‑making.

Key responsibilities

• Define and update survey protocols, sampling frameworks and outcome measurement approaches.
• Coordinate pilot testing, data collection, and quality assurance activities.
• Provide technical guidance on survey integration with digital health systems, including EMR readiness and health information exchange.
• Facilitate government‑led measurement governance and ensure alignment with national data standards.
• Collaborate with stakeholders to embed responsible AI practices in survey processes.

Required profile

• Proven experience leading large‑scale survey design and implementation in the health sector.
• Strong understanding of digital health ecosystems, data warehouses and health information exchange.
• Excellent stakeholder management skills with ministries, statistical agencies and universities.
• Ability to translate technical concepts into actionable guidance for government partners.
