Technical Advisor II – Child Protection and Care System Strengthening

About the role

The Technical Advisor II – Child Protection and Care System Strengthening will serve as the subject‑matter expert for child protection and care system reforms in Uganda. Reporting to the Project Director, the Advisor will provide technical guidance, support capacity development, and contribute to evidence‑based learning to improve outcomes for vulnerable children and families.

Key responsibilities

• Provide technical guidance on child protection systems, care reform, case management, alternative care, and social service workforce strengthening, ensuring alignment with current evidence and standards.
• Assist government, civil‑society, faith‑based and community actors in developing and adapting policies, regulations, SOPs, tools and guidance at national and sub‑national levels.
• Develop training materials, deliver coaching, supportive supervision and technical troubleshooting to project teams and partners to improve implementation quality.
• Collaborate with the global technical counterpart, resource partners, MEAL team and other subject‑matter experts to ensure coordinated, mutually reinforcing technical approaches.
• Support MEAL activities by helping capture, interpret and use technically relevant data for adaptive learning.

Required profile

• Demonstrated experience in child protection, care system strengthening or related humanitarian sectors.
• Proven ability to work with government, NGOs, faith‑based and community stakeholders.
• Experience in developing policies, standards, SOPs and training materials.
• Strong analytical skills for supporting evidence‑based decision‑making.

Required skills

• Technical expertise in child protection systems and case management.
• Capacity‑building and coaching skills.
• Knowledge of MEAL processes and data utilization.
