Technical Director – Interoperability & HIE Architecture

About the role

The Technical Director, Interoperability & HIE Architect will lead the design and implementation of Uganda’s Data‑Activated Architecture for Resilient Transition (DART). Reporting to senior Ministry of Health officials, you will shape national digital‑health interoperability, oversee Health Information Exchange (HIE) operations and ensure the secure, scalable delivery of health data across the country.

Key responsibilities

• Provide technical leadership for national interoperability standards and HIE architecture.
• Design, implement and manage the Health Information Exchange platform and related integrations.
• Guide the stabilization of the National Data Warehouse and support EMR readiness at health facilities.
• Lead data‑center design, cybersecurity strategy, and responsible AI adoption for health data.
• Collaborate with Ministry of Health units, government partners and Palladium teams to transfer capabilities and ensure sustainable operations.
• Oversee workforce certification, survey modernization and performance reporting for health services.

Required profile

• Executive‑level experience (minimum 12 years) in digital health, health informatics or related IT domains.
• Proven track record leading large‑scale interoperability or HIE projects in low‑resource settings.
• Strong understanding of government health systems, data governance and public‑sector procurement.
• Excellent communication skills to engage senior health officials and multi‑disciplinary teams.
