Consultant – Finalize Uganda National Diaspora Policy & Strategy

About the role

The International Organization for Migration (IOM) seeks a qualified national consultant to lead the finalization of Uganda's National Diaspora Policy, validate the regulatory impact assessment, and develop an implementation strategy and workplan. The consultant will work closely with the Ministry of Foreign Affairs and a broad range of stakeholders to ensure the policy aligns with national development and climate action priorities.

Key responsibilities

• Review the existing policy draft and integrate stakeholder feedback.
• Finalize the National Diaspora Policy document for government approval.
• Develop a comprehensive implementation strategy and detailed workplan.
• Support the Ministry in navigating the approval process.
• Coordinate consultations, diaspora dialogues, and technical engagements.
• Produce a final report summarizing findings, recommendations, and next steps.

Required profile

• Advanced degree in public policy, international development, or a related field.
• Proven experience in policy formulation and review, preferably in diaspora or migration contexts.
• Familiarity with Ugandan government procedures and regulatory impact assessments.
• Strong analytical, writing, and stakeholder‑engagement abilities.
