Country Lead – Uganda DART Project

About the role

The Country Lead provides overall strategic, technical, operational and fiduciary leadership for the Uganda Data‑Activated Architecture for Resilient Transition (DART) project. Based in Kampala, the role serves as the senior in‑country representative to the Ministry of Health, U.S. Government, National Medical Stores, Uganda Bureau of Statistics and other key partners.

Key responsibilities

• Lead the design, implementation and scaling of interoperable digital health systems across Uganda.
• Ensure project activities align with Ministry of Health priorities and achieve verified performance milestones.
• Protect government ownership of systems, data, assets and repositories while building sustainable national capability.
• Oversee facility digitization, EMR readiness, National Data Warehouse stabilization, data‑center design, cybersecurity, and Health Information Exchange operations.
• Manage stakeholder relationships, budget and fiduciary responsibilities for the multi‑year project.
• Drive workforce certification, survey modernization, responsible AI adoption and service‑delivery data reporting.

Required profile

• Extensive senior‑level experience leading large‑scale digital health transformation projects.
• Proven track record working with ministries of health, government agencies and international donors.
• Strong ability to manage multi‑disciplinary teams and complex stakeholder environments.
• Experience delivering health‑IT solutions in low‑resource or similar contexts is preferred.
