ICLA Officer – Kampala & Southwest Uganda

About the role

The ICLA Officer will lead the implementation of NRC’s Information, Counselling, Legal Assistance (ICLA) programme in Kampala and the Southwest region of Uganda. The role ensures that legal assistance is fully integrated into all programme activities and that staff and partners are equipped with the necessary knowledge and tools.

Key responsibilities

• Implement NRC’s ICLA policy at the office level and ensure compliance with donor requirements, NRC policies and international standards.
• Act as the focal point for needs assessments, beneficiary selection, and case‑management system development.
• Lead ICLA project activities, including awareness sessions, capacity‑building for local authorities and training of staff and partners.
• Collect, analyse and report data; produce regular briefings on protection and human‑rights issues.
• Represent NRC in protection and shelter cluster meetings and coordinate with relevant partners.
• Maintain up‑to‑date mapping of service providers and monitor legal and policy developments affecting refugees, returnees and IDPs.

Required profile

• Proven experience implementing ICLA or similar protection programmes.
• Strong knowledge of national and international laws governing refugees, returnees and internally displaced persons.
• Ability to conduct needs assessments, focus groups, surveys and stakeholder interviews.
• Experience in case‑management, data collection, reporting and monitoring.
• Excellent communication skills for training, counselling and stakeholder engagement.
