Institutional Mapping Consultancy (Category B) – Part‑time

About the role

The International Organization for Migration (IOM) is seeking a senior‑level consultant to lead an Institutional Mapping exercise in Uganda. This part‑time consultancy supports the BRMM 2026–2027 project, which aims to strengthen safe employment and labour migration systems across East and Horn of Africa.

Key responsibilities

• Design and implement a comprehensive mapping of relevant government, intergovernmental and non‑governmental institutions involved in migration and labour mobility.
• Collect, analyse and validate data on policies, programmes and stakeholder capacities.
• Produce detailed reports and visualisations that inform the development of Bilateral Labour Migration Agreements and ethical recruitment frameworks.
• Facilitate workshops and stakeholder consultations to verify findings and ensure alignment with project objectives.
• Provide actionable recommendations to enhance institutional coordination and protection mechanisms for migrant workers.

Required profile

• Minimum five years of professional experience in institutional analysis, migration, labour market research or related consultancy.
• Proven track record of delivering high‑quality mapping or assessment studies for international organisations or NGOs.
• Strong understanding of migration governance, labour migration pathways and protection standards.
• Excellent written and verbal communication skills in English.
