Local Consultant for costing Uganda NCD Multisectoral Strategy

About the role

The consultancy will produce a detailed, credible cost estimate for Uganda's Multisectoral Strategy on non‑communicable diseases (NCDs). The work supports implementation, financing and monitoring of NCD prevention and control over the 2026‑2030 period.

Key responsibilities

• Review the final draft of the Uganda NCD Multisectoral Strategy and related policies.
• Agree on costing methodology, assumptions and output formats with WHO and the Ministry of Health.
• Define cost components, estimate unit costs, and develop multi‑year cost projections disaggregated by strategic objective, sector, cost category and year.
• Present preliminary results to stakeholders, incorporate feedback and finalize the costing report.
• Deliver an inception report, a final costing report, costing tools and a concise presentation for Ministry approval.

Required profile

• Advanced degree (Master’s or higher) in health economics, public health, health policy, economics or a related field.
• Minimum 5–7 years of experience in health costing, economic analysis or related consultancy work.
• Demonstrated experience working with WHO guidelines or national health ministries.
