MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Officer will lead the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system for DRC Uganda's Food Systems and Economic Self‑Reliance project. This position ensures systematic data collection, analysis, reporting and feedback mechanisms to generate credible evidence for decision‑making, adaptive management and donor compliance.

Key responsibilities

• Develop, implement and maintain the project MEAL framework, indicators, tools and reporting systems.
• Conduct field monitoring, spot checks, assessments and outcome monitoring to verify partner‑reported results.
• Design, deploy and manage digital data collection tools, ensuring data quality, accuracy and completeness.
• Clean, analyse and validate data; perform routine data quality assessments and address gaps.
• Maintain indicator tracking systems, prepare dashboards and performance summaries for programme and partner decisions.
• Coordinate feedback and complaints mechanisms, document findings and support programme improvements.
• Facilitate after‑action reviews, capture success stories, lessons learned and evidence of change.
• Provide technical MEAL support to private‑sector partners and implementing actors, assisting with indicator definitions, data collection and reporting.

Required profile

• Relevant university degree (e.g., Development Studies, Public Health, Social Sciences) or equivalent experience.
• Proven experience in monitoring, evaluation, accountability and learning within development or humanitarian projects.
• Demonstrated ability to work with implementing partners and manage data‑driven processes.
• Strong analytical mindset with experience in evidence‑based decision‑making.
