MEAL Officer – Monitoring & Evaluation for Youth Employment Project

About the role

The MEAL Officer will support the implementation of a robust Monitoring, Evaluation, Accountability and Learning system for the Market Systems Development for Youth Employment and Resilience Project in Kasese district. Reporting to the MEAL Specialist, the role works closely with project staff, private‑sector partners and local authorities to ensure data‑driven programme improvement.

Key responsibilities

• Design and implement the project MEAL framework, including tools, indicator definitions and data collection methodologies.
• Execute the MEAL plan, monitor mandatory and project‑specific indicators, and maintain key MEAL documents such as the Indicator Performance Tracking Table.
• Conduct baseline assessments, tracer studies, data quality assessments and evaluations to generate evidence on performance and impact.
• Maintain and improve digital MEAL platforms (PRIME, Kobo, CommCare, Power BI) for data collection, analysis and reporting.
• Manage the complaints and feedback mechanism, track resolutions and ensure compliance with accountability standards.
• Participate in joint monitoring visits with district officials, consortium partners and private‑sector actors, and facilitate learning and knowledge‑sharing sessions.

Required profile

• Bachelor’s degree in Statistics, Monitoring & Evaluation, Economics, Development Studies or a related field.
• Minimum three years experience in MEAL, preferably within youth livelihoods, economic strengthening or market‑systems programmes.
• Demonstrated ability to design monitoring systems, conduct surveys and ensure data quality.
• Fluency in English; proficiency in Lhukonzo or other local languages is an advantage.
