Monitoring, Evaluation & Learning Manager

About the role

The Monitoring, Evaluation & Learning (MEL) Manager provides technical assistance and analytical guidance for ThinkWell’s health financing projects in Uganda. Reporting to the Director of Data & Information Systems, the role combines quantitative analysis, research design, and partnership management to ensure high‑quality program results.

Key responsibilities

• Lead the development and implementation of project M&E plans, including data collection, cleaning, quality checks, and synthesis of reports.
• Design and manage monitoring, evaluation, research and learning tools, dashboards, indicators, and data‑quality assurance plans.
• Coordinate with the Ministry of Health, donors, and other stakeholders to conduct baseline, mid‑term, and end‑line assessments.
• Oversee research partners and consultants, ensuring delivery of high‑quality outputs and publications.
• Produce quarterly and ad‑hoc field monitoring visits to verify data and program activities.
• Mentor fellows of the Samya Stumo Fellowship and support staff development.

Required profile

• Graduate degree with at least 5 years of experience in data analysis, monitoring and evaluation, and health‑system research.
• Strong writing ability, including experience publishing in peer‑reviewed journals.
• Proven experience engaging with external partners, donors, and government agencies.
• Fluency in English and Kiswahili and excellent cross‑cultural communication skills.
