About the role

As Program Manager I for the RAPID Disaster Risk Reduction and Anticipatory Action (DRR/AA) portfolio, you will lead the management and technical oversight of DRR/AA programming in Uganda. The role covers disaster preparedness, anticipatory action, and emergency response for sudden‑onset events and other humanitarian shocks.

Key responsibilities

  • Provide management, guidance and technical oversight of all RAPID DRR/AA activities throughout the project cycle, ensuring alignment with CRS quality principles, donor guidelines and industry best practices.
  • Supervise and support the emergency response team, manage team dynamics, staff well‑being and conduct performance management for direct reports.
  • Oversee technical assistance and capacity‑strengthening for CRS staff, local partners, government counterparts and other stakeholders to improve preparedness and response quality.
  • Lead the development and operationalisation of DRR/AA systems, policies, standards and tools at national and sub‑national levels.
  • Collaborate with the global RAPID team and local partners to establish hazard triggers, strengthen risk forecasting, and design evidence‑based early‑action frameworks for drought, flood and climate‑related risks.
  • Ensure rigorous monitoring, reporting and documentation of project activities in line with the results framework and M&E plan.

Required profile

  • Proven experience managing DRR/AA or humanitarian programmes in a complex, multi‑partner environment.
  • Strong knowledge of disaster preparedness, early warning systems and emergency response processes.
  • Demonstrated ability to supervise staff, manage team dynamics and deliver performance coaching.
  • Experience working with government, civil‑society and faith‑based organisations to develop operational frameworks.
  • Excellent planning, monitoring and reporting skills with a focus on accountability and impact.
  • Commitment to CRS’s mission of serving poor and vulnerable populations.

Required skills

  • Technical expertise in disaster risk reduction and anticipatory action.
  • Familiarity with hazard monitoring, risk forecasting and early‑action framework development.
  • Knowledge of donor compliance, quality standards and humanitarian best practices.
