Program Manager I – RAPID Disaster Risk Reduction & Anticipatory Action

About the role

The Program Manager I will lead the Disaster Risk Reduction and Anticipatory Action (DRR/AA) component of the RAPID program in Uganda. Reporting to the Head of Programming, you will ensure high‑quality design, implementation and monitoring of preparedness, early action and emergency response activities that serve vulnerable populations.

Key responsibilities

• Provide management, guidance and technical oversight of all RAPID DRR/AA activities throughout the project cycle.
• Supervise and develop staff, manage team dynamics and ensure well‑being and performance of direct reports.
• Lead technical assistance and capacity‑strengthening for CRS staff, local partners, government and civil‑society actors.
• Support the development and operationalisation of DRR/AA policies, standards, SOPs, tools and guidance at national and sub‑national levels.
• Collaborate with DMS, OPM, technical experts and the global RAPID team to establish hazard triggers, improve risk forecasting and create evidence‑based early‑action frameworks.
• Document and disseminate lessons learned and promising practices across the programme.

Required profile

• Proven experience managing DRR/AA or similar humanitarian programmes.
• Demonstrated ability to provide technical guidance and capacity‑strengthening to partners and stakeholders.
• Experience supervising staff and fostering effective team dynamics.
• Familiarity with CRS quality principles, donor guidelines and humanitarian standards.
• Ability to work collaboratively with government, civil‑society and faith‑based organisations.
