Programme Officer – Climate Adaptive Programming

About the role

The Programme Officer – Climate Adaptive Programming will provide technical oversight for the NORAD framework’s Climate Change Adaptation and Mitigation component in Uganda. Working closely with District Local Governments and communities, the officer will ensure high‑quality, integrated resilience programming that benefits children and vulnerable groups.

Key responsibilities

• Develop and monitor monthly and quarterly climate‑change work plans aligned with the project’s budget and strategic objectives.
• Provide technical guidance to ensure integration of resilience building, productive safety nets, disaster‑risk reduction, and preparedness into education, child protection and child‑rights activities.
• Facilitate multi‑sectoral, integrated climate‑adaptation programmes in Karamoja or Northern Uganda, coordinating closely with district authorities and development partners.
• Ensure effective resource tracking, financial compliance and efficient use of project materials throughout the project cycle.
• Maintain strong relationships with community stakeholders, District Local Governments and other partners to create synergies across interventions.
• Support the emergency team when humanitarian crises arise.

Required profile

• Demonstrated passion for child advocacy and sustainable development.
• Experience working with local government structures and community‑based programmes.
• Strong analytical and planning abilities, with a focus on climate‑change adaptation.
• Ability to coordinate multi‑sectoral teams and manage project resources effectively.
