Programme Officer – Youth Inclusion in Governance

About the role

The Programme Officer will deliver YIGA activities with young people, community structures and local governments in Arua, Terego and Madi‑Okollo. Reporting to the Programme Coordinator, the officer will support youth understanding of governance, planning and budgeting, and facilitate engagement with officials.

Key responsibilities

• Prepare activity plans, budgets and logistics requests; coordinate day‑to‑day arrangements with the Assistant Programme Coordinator.
• Support district inception and community entry, ensuring transparent mobilisation of participants, including young women, persons with disabilities and low‑literacy youth.
• Organise and deliver training for Youth Accountability Advocates and youth councillors on local government planning, budgeting, public‑service monitoring and meaningful youth engagement.
• Facilitate community barazas and Youth Leader Connect meetings, record concerns and commitments, and follow up on service‑delivery monitoring.
• Collaborate with MCI and communications teams to link youth accountability activities with civic storytelling, local‑language films, radio dialogue and media‑literacy initiatives.
