Senior Policy Manager – Embedded Labs Program

About the role

IPA’s Embedded Labs program helps governments generate and use data for better policy decisions. The Senior Policy Manager will drive the next phase of growth by strengthening internal systems, expanding external outreach, and ensuring each Lab engagement stays on track.

Key responsibilities

• Provide technical assistance and project management support to Lab engagements from design through implementation.
• Support monitoring, evaluation, and learning (MEL) to assess program impact and develop best practices.
• Lead knowledge‑management and training initiatives, creating onboarding materials and delivering workshops for staff and partners.
• Produce public‑facing outputs such as case studies, toolkits, and evidence reviews, and help disseminate them.
• Identify business development and fundraising opportunities, coordinate grant reporting, and manage deliverables.
• Organise strategic events including summits, conferences, workshops, and the annual Cross‑Country Learning Exchange.

Required profile

• Master’s degree in economics, development, international relations, public administration, public policy, or a closely related field (or equivalent experience).
• At least 3 years of relevant professional experience in policy, program management, or development work.
• Demonstrated ability to work collaboratively with government partners and multi‑disciplinary teams.
