Construction Supervisor

About the role

The International Rescue Committee is seeking a Construction Supervisor to lead civil works for a six‑month emergency protection project in several refugee settlements in Uganda. Working closely with the Supply Chain team and Field Management, you will ensure that shelter, infrastructure, water and sanitation facilities are built to the highest engineering standards while supporting vulnerable populations.

Key responsibilities

• Review and validate technical designs, blueprints and Bills of Quantities for all civil works.
• Provide technical guidance to the Procurement Committee on tendering, contractor pre‑qualification, contracting and termination.
• Advise on alternative construction methods, techniques and materials when standard approaches are not feasible.
• Prepare and submit site inspection, progress, quality and risk assessment reports within two days of each visit.
• Guide the process of obtaining building occupancy permits.
• Oversee construction activities to ensure compliance with approved designs, safety regulations and project timelines.
• Supervise daily performance of contractors, casual workers, masons and community groups.
• Ensure safeguarding measures and occupational health and safety requirements are consistently applied on site.

Required profile

• Proven experience supervising construction projects in humanitarian or emergency contexts.
• Strong understanding of civil engineering standards, construction methods and safety regulations.
• Ability to work collaboratively with local communities, government agencies and multiple stakeholders.
• Excellent documentation and reporting skills.

Required skills

• Technical knowledge of civil engineering standards and construction techniques.
• Experience with reviewing blueprints, designs and Bills of Quantities.
• Familiarity with procurement and tendering processes for construction contracts.
• Ability to produce clear, timely inspection and risk assessment reports.
