Human Resource & Administration Manager

About the role

The Country Human Resource & Administration Manager will lead the HR function for the Danish Refugee Council in Uganda, providing strategic advice, coordination and technical support to both the Country Office in Kampala and field locations. The role ensures that HR services are delivered efficiently, in line with DRC policies and Ugandan regulations, and contributes to the development and implementation of country strategies.

Key responsibilities

• Lead and manage the Human Resources and Administration teams, overseeing people planning, performance, well‑being and development.
• Coordinate with HR Legal Advisors and provide technical HR support to managers and field offices.
• Develop and maintain an HR strategy and work plan aligned with the Regional HR team and senior management.
• Plan and budget for the HR function, ensuring accurate job descriptions, consistent position titles and grades across locations.
• Support recruitment processes including job description compliance, vacancy advertising, short‑listing, testing, interviewing, reference checks and induction.
• Manage contracts and compensation for national staff, including extensions, addendums, resignations and salary benchmarking.
• Provide guidance on restructuring, downsizing, succession planning and staff mobility.

Required profile

• Highly qualified and motivated professional with proven experience in leading HR and administration functions.
• Strong knowledge of HR policies, procedures and compliance requirements, preferably within an NGO context.
• Ability to coordinate across multiple offices and provide technical guidance to managers.
• Excellent communication and interpersonal skills to work with senior management and staff at all levels.
