Program Manager – Emergency Response

About the role

The Program Manager will lead Shelter and WASH programming in refugee settlements, ensuring high‑quality emergency response and recovery activities that align with CRS mission and donor standards.

Key responsibilities

• Provide technical oversight and management of all Shelter and WASH activities throughout the project cycle.
• Supervise and develop staff, manage team dynamics, and ensure performance management.
• Deliver capacity‑strengthening and technical assistance to CRS staff, local partners, and government counterparts.
• Lead knowledge management, capture lessons learned, and support adaptive program design.
• Identify funding opportunities, contribute to proposal development, and act as technical lead for proposals.
• Represent CRS in coordination forums, clusters, and technical working groups.

Required profile

• Bachelor’s degree in International Development, Disaster Management, or related field (Master’s preferred).
• Minimum 5 years of field‑based project management experience in humanitarian Shelter/WASH programmes.
• Experience with moderately complex projects, international NGOs, and local partner coordination.
• Fluent English; working knowledge of a local language is a plus.

Required skills

• Proficiency with MS Windows and MS Office (Excel, Word, PowerPoint).
• Experience using web‑conferencing applications and information‑management systems.
• Strong grant‑management skills, including design, budgeting, and reporting for public donors.
• Ability to write high‑quality technical proposals and reports.
