Program Manager II – Climate Smart Agriculture Project

About the role

The Program Manager II will lead the Uganda Climate Smart Agricultural Transformation Project (UCSATP), providing technical oversight and ensuring high‑quality, accountable programming. This role integrates humanitarian response with climate‑smart agriculture to improve food security and resilience for refugees and host communities.

Key responsibilities

• Manage the full project cycle – start‑up, implementation, and close‑out – in line with CRS quality principles, donor guidelines, and best practices.
• Provide technical guidance on crop, livestock, and sustainable land‑management value chains.
• Oversee integrated humanitarian and agricultural interventions to strengthen nutrition security and livelihood opportunities.
• Coordinate with local NGOs, government ministries, the Catholic Church, and community‑based organizations.
• Monitor program performance, ensure compliance, and report on outcomes.

Required profile

• Proven experience in program management within humanitarian or development contexts.
• Technical expertise in climate‑smart agriculture and sustainable land management.
• Experience working with refugee and host‑community settings.
• Familiarity with donor compliance and reporting requirements.
• Strong ability to lead multidisciplinary teams and manage partnerships.
