Program Officer – Livelihood

About the role

Save the Children International is seeking a Programme Officer to lead the implementation of Objective 4 of the IPEECL project in Kasese, Uganda. The role focuses on strengthening rural livelihoods and resilience, reducing economic drivers of child labour through financial literacy, access to credit, and diversified income opportunities.

Key responsibilities

• Mobilise and support farmers to form or join small‑holder producer groups and cooperatives, providing training on collective marketing, bargaining and access to inputs.
• Identify and map financial service providers (SACCOs, MFIs, banks, government schemes) and link vulnerable households and youth to funding opportunities such as PDM, Emyooga, Women Empowerment Fund and Operation Wealth Creation.
• Deliver financial‑literacy training for households and youth groups.
• Identify, refer and support out‑of‑school children and youth engaged in child labour to vocational training centres and Life Skills for Success programmes.
• Facilitate access to start‑up capital, enterprise development support or decent‑wage employment for youth completing training and track transition pathways.
• Provide training and starter kits for climate‑resilient livelihood diversification.
• Coordinate closely with the Project Manager, Livelihoods and Climate Adaptive Programming Specialist, Child Protection Officer, Private‑Sector Engagement Officer and MEAL Officer.

Required profile

• Experience in implementing livelihood‑strengthening programmes in rural contexts.
• Knowledge of financial inclusion mechanisms and youth skills development.
• Ability to work with farmer groups, government extension services and private‑sector buyers.

Required skills

• Financial literacy training delivery.
• Facilitation of group formation and collective marketing.
• Mapping of financial service providers.
