Programme Officer – DG ECHO

About the role

The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) is looking for a National Staff Programme Officer to join its team in Kampala, Uganda. The role supports the delivery of effective humanitarian assistance to populations affected by crises.

Key responsibilities

• Conduct needs assessments, develop response strategies and represent DG ECHO at technical meetings.
• Supervise office activities and staff in the absence of a Technical Assistant.
• Appraise partner financing requests, monitor projects and ensure alignment with DG ECHO’s intervention strategy.
• Prepare and submit fiche‑ops documents for project assessment and monitoring.
• Review policy compliance in coordination with headquarters and regional experts.
• Liaise with partners to finalise proposals and evaluate interim and final reports.
• Track local and regional events affecting the humanitarian situation and draft analytical reports.
• Provide surge support during emergencies and advise on partner operational capacity.
• Manage the contracts and grants database and ensure visibility and communication guidelines are followed.
• Undertake any additional tasks assigned by the Head of Office or headquarters.

Required profile

• National staff with experience in humanitarian programme management.
• Strong knowledge of EU humanitarian aid policies and procedures.
• Ability to analyse complex situations, produce concise reports and work under pressure.
• Excellent communication and coordination skills with a range of partners.
