Programme Officer – Humanitarian Operations

About the role

The European Union Delegation to Uganda is seeking a National Staff Programme Officer to support DG ECHO’s humanitarian operations in Kampala. The role contributes to the design, implementation and monitoring of relief programmes for victims of natural disasters and conflicts.

Key responsibilities

• Conduct assessments, develop response strategies and represent DG ECHO at technical meetings.
• Appraise partner financing requests, monitor projects and ensure alignment with intervention strategies.
• Prepare and submit fiche‑ops documents for project assessment and monitoring.
• Review policy compliance in coordination with policy experts at regional and headquarters level.
• Liaise with partners to finalise proposals and evaluate interim and final reports.
• Draft situation reports on humanitarian, political, economic and security developments.
• Provide surge support and back‑stopping capacity during emergencies.
• Manage the contracts/grants database and ensure visibility and communication guidelines are met.

Required profile

• National of Uganda with a solid understanding of humanitarian aid principles.
• Experience in programme management, partner appraisal and reporting.
• Ability to work independently, analyse complex situations and produce clear written reports.
• Strong coordination skills and capacity to represent DG ECHO at technical forums.

Required skills

• Knowledge of EU humanitarian aid policies and procedures.
• Familiarity with project monitoring tools and database management.
• Excellent written and verbal communication in English.
