Senior MEAL Officer

About the role

The International Rescue Committee is seeking a Senior MEAL Officer to support the PlayMatters 3.0 education initiative in Uganda. Based in Kampala, the officer will provide technical assistance to refugee‑hosting districts and strengthen education data systems across national, district, settlement and school levels.

Key responsibilities

• Provide dedicated technical support to refugee‑hosting districts, including Kampala Capital City Authority.
• Enhance Information Management (IM) functions and improve data collection oversight.
• Strengthen the Education Management Information System (EMIS) and ensure integration of refugee and asylum‑seeker education data.
• Collaborate with the Ministry of Education and Sports, District Education Officers, UNHCR, KCCA and implementing partners.
• Facilitate effective dissemination and contextualisation of Education Response Plan frameworks.
• Support targeted and costed planning for all 13 refugee‑hosting districts.

Required profile

• Proven experience in Monitoring, Evaluation, Accountability and Learning (MEAL) within humanitarian or education contexts.
• Strong analytical abilities and experience with data quality assurance.
• Demonstrated ability to work with government agencies, UN partners and NGOs.
• Excellent communication and coordination skills.
• Commitment to inclusive education and refugee‑host community integration.
