Senior MEAL Officer

About the role

The International Rescue Committee is recruiting a Senior MEAL Officer to be seconded to the Ministry of Education and Sports (MoES) Education Response Plan Secretariat in Kampala. The incumbent will provide dedicated technical support to refugee‑hosting districts, including the Kampala Capital City Authority, and will play a key role in strengthening information management and the Education Management Information System (EMIS) at national, district, settlement and school levels.

Key responsibilities

• Enhance information management functions in refugee‑hosting districts and across the education system.
• Strengthen the EMIS to improve data collection, validation, analysis and reporting.
• Facilitate effective dissemination and contextualisation of the Education Response Plan frameworks.
• Collaborate closely with MoES, District Education Officers, UNHCR, KCCA and implementing partners.
• Support the integration of refugee and host community data into national education monitoring systems.

Required profile

• Senior‑level experience in Monitoring, Evaluation, Accountability and Learning (MEAL) within humanitarian or education contexts.
• Demonstrated ability to work with government ministries, UN agencies and NGOs.
• Strong analytical mindset and solutions‑driven approach.
• Excellent communication skills for multi‑stakeholder coordination.

Required skills

• Experience with Education Management Information Systems (EMIS).
