Senior Policy Advisor (Roster - Multiple Locations)

About the role

The Senior Policy Advisor will join the CTG Talent Roster, a pre‑vetted pool of experts ready to support rapid deployment on governance, public policy and institutional reform assignments worldwide. This role provides mid‑to‑senior level advisory support to governments, development partners and other stakeholders on national reform priorities.

Key responsibilities

• Provide policy advice on governance, public administration, institutional reform, socioeconomic development and service delivery.
• Support the design, review and implementation of policy frameworks, reform roadmaps, strategies and action plans.
• Conduct policy analysis, political‑economy analysis, institutional diagnostics and evidence‑based options analysis.
• Translate complex policy issues into clear recommendations for senior decision‑makers.
• Assist in building institutional capacity, coordination mechanisms and performance management systems.
• Align policies and programmes with national strategies, SDGs and development priorities.
• Engage ministries, public agencies, development partners, private sector, think tanks and civil society; facilitate workshops, policy dialogues and consensus‑building processes.
• Prepare policy briefs, reports and knowledge products for dissemination.

Required profile

• Mid‑to‑senior level professional with extensive experience in governance, public policy, institutional reform or socioeconomic development.
• Proven track record of providing advisory services to governments or development partners.
• Strong analytical abilities and experience with policy and political‑economy analysis.
• Excellent written and verbal communication skills in English.
• Willingness to travel and work in diverse regional contexts.
