Data Use Advisor, Uganda DART Project

About the role

The Data Use Advisor will lead the conversion of digital‑system data into routine management actions for Uganda’s Ministry of Health under the Data‑Activated Architecture for Resilient Transition (DART) project. Working from the Kamwokya office in Kampala, the advisor will support national, regional, district and facility level decision‑making through data‑use clinics, performance reviews and dashboard interpretation.

Key responsibilities

• Facilitate data‑use clinics and performance review meetings across health system levels.
• Interpret and translate health dashboards and data visualisations into actionable recommendations.
• Support the stabilization of the National Data Warehouse and integration of health information exchange services.
• Collaborate with Ministry of Health teams on EMR readiness, data‑center design, cybersecurity and responsible AI adoption.
• Guide workforce certification and survey modernization efforts related to health data.

Required profile

• Minimum five years of experience in health data management, digital health systems or related fields.
• Senior‑level expertise with a proven track record of turning data into policy or operational actions.
• Strong understanding of interoperable health information systems, EMR platforms and data‑warehouse concepts.
• Experience working with government health ministries or large‑scale public‑sector projects.

Required skills

• Data analysis and interpretation for health systems.
• Dashboard creation and interpretation.
• Knowledge of health information exchange (HIE) processes.
• Fundamentals of cybersecurity for health data.
• Familiarity with responsible AI principles in health contexts.
