ICLA Officer – Kampala and Southwest, Uganda

About the role

The Norwegian Refugee Council is seeking an ICLA Officer to lead Information, Counselling and Legal Assistance (ICLA) activities in Kampala and the Southwest region of Uganda. The role ensures that ICLA is fully integrated into programme activities, supports vulnerable populations and strengthens protection mechanisms.

Key responsibilities

• Implement NRC’s ICLA policy at the office level and ensure compliance with donor requirements and international standards.
• Train and advise staff, partners and local authorities on ICLA processes and legal frameworks.
• Lead needs assessments, beneficiary selection, case management and monitoring of project cycles.
• Produce data collection, reports, analysis and briefing notes for internal and external stakeholders.
• Represent NRC in protection and shelter cluster meetings and coordinate with partners.
• Conduct information and counselling sessions on legal rights for refugees, returnees and IDPs.
• Maintain and update mapping of service providers and legal information resources.

Required profile

• Mid‑level professional with at least 36 months of relevant experience in humanitarian protection, legal assistance or related fields.
• Strong understanding of national and international refugee, returnee and IDP law.
• Experience in conducting assessments, training, and community outreach.
• Ability to work collaboratively with beneficiaries, authorities and partner organisations.
