About the role
The MEL & Evidence-Pack Lead will design and manage performance monitoring, verification, learning and reporting systems for the Data‑Activated Architecture for Resilient Transition (DART) project supporting Uganda's Ministry of Health. This senior position ensures that all project results are documented with reliable, auditable evidence and that learning is translated into actionable improvements.
Key responsibilities
- Develop and implement a comprehensive Monitoring, Evaluation, and Learning (MEL) framework for DART.
- Oversee verification readiness and evidence‑pack preparation for project deliverables.
- Coordinate data collection, analysis, and reporting across digital health components such as EMR readiness, National Data Warehouse stabilization, and Health Information Exchange operations.
- Lead the integration of responsible AI practices and cybersecurity standards into monitoring processes.
- Facilitate knowledge sharing and capacity building with Ministry of Health teams and Ugandan institutions.
Required profile
- Minimum 7 years of experience in MEL, monitoring, evaluation, or evidence management within health or development projects.
- Proven track record of managing large‑scale digital health initiatives.
- Strong understanding of health information systems, data warehouses, and health data interoperability.
- Excellent analytical, communication, and stakeholder‑engagement skills.
