Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist (Regional)

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist will lead the design and implementation of a robust MEAL system for the PROPEL Africa programme. The role ensures that data drives decision‑making, supports adaptive management, and meets donor and organisational standards across four countries.

Key responsibilities

• Lead development of the programme MEL plan, results framework, indicator tracking table, data collection tools and learning plan.
• Standardise MEAL tools and processes across Mercy Corps and JA Africa, including data collection methods and integrated data management systems.
• Oversee annual surveys, baseline and final evaluations, ensuring compliance with donor and Mercy Corps requirements.
• Track value‑for‑money and social return on investment indicators to steward donor resources.
• Manage data quality assurance processes and support country teams in MEL implementation.
• Facilitate consortium‑wide quarterly and annual reflection and learning sessions.
• Collaborate with the JA Africa MEAL focal point for joint analysis, reporting and evidence‑based insights.
• Document best practices and lessons learned for strategic decision‑making and donor communication.
