Project Manager – Infrastructure Asset Management

About the role

UNOPS is seeking a Project Manager to lead the implementation of complex multi‑country infrastructure asset management projects from initiation through closure. The role is based in Kampala and will coordinate closely with donors, government authorities and implementing partners to ensure project outputs meet contractual and performance standards.

Key responsibilities

• Plan, organise and direct project activities, ensuring delivery within agreed time, cost, scope, quality, risk and benefit tolerances.
• Serve as the primary liaison with donors, partners and beneficiaries, aligning project work with legal agreements and UNOPS standards.
• Monitor project progress, produce reports, and manage communications across multi‑stakeholder environments.
• Identify, assess and mitigate project risks, applying quality assurance methodologies.
• Provide technical assistance, capacity‑building workshops and training to national and sub‑national authorities.
• Analyse cross‑sectoral infrastructure data and integrate climate‑resilience, sustainability and inclusion considerations into assessments.

Required profile

• Advanced university degree (master’s) in engineering, architecture, public administration, international relations or related field with at least five years of relevant experience, or bachelor’s degree with seven years.
• Proven experience managing multi‑country infrastructure projects and working with donors and government entities.
• Demonstrated ability to lead project planning, implementation and control in complex environments.
