Technical Advisor II – Child Protection and Care System Strengthening

About the role

The Technical Advisor II will serve as the subject‑matter expert on child protection and care system strengthening for a USAID‑funded project in Uganda. Working from Kampala, the Advisor will provide technical guidance, develop policies and tools, and support capacity‑building activities to improve outcomes for vulnerable children and families.

Key responsibilities

• Provide technical advice on child protection systems, case management, alternative care, and social service workforce strengthening, ensuring alignment with current evidence and standards.
• Assist government, civil society, faith‑based and community actors in developing and adapting policies, regulations, standards, SOPs, tools and guidance at national and sub‑national levels.
• Develop child protection training materials, deliver coaching, supportive supervision and technical troubleshooting to project teams and partners.
• Collaborate with the global technical counterpart, resource partners, MEAL team and implementation staff to ensure coordinated, evidence‑informed approaches.
• Support MEAL activities by ensuring relevant data are captured, interpreted and used to inform programming and document learning.

Required profile

• Demonstrated expertise in child protection and care system strengthening.
• Experience providing technical assistance to government, NGOs, faith‑based and community stakeholders.
• Proven ability to develop training curricula, coaching materials and deliver capacity‑building interventions.
• Experience working with monitoring, evaluation, accountability and learning (MEAL) processes.
