Lead, Health Sector Public Financial Management & Fiduciary Risk Assessment

About the role

The Lead will provide senior technical leadership for ThinkWell Uganda’s work on public financial management (PFM) and health financing. The role focuses on strengthening the assessment and management of financial and fiduciary risk as health financing increasingly moves through government systems, while supporting broader PFM and health‑financing initiatives.

Key responsibilities

• Design and apply evidence‑based approaches to assess PFM and fiduciary risk in the health sector, including criteria, scoring, materiality judgments and escalation thresholds.
• Analyze health‑sector fund flows and PFM arrangements to identify material risks across budgeting, fund release, expenditure, procurement, accounting, reporting, internal controls and audit.
• Lead technical judgments on financial‑management readiness and fiduciary risk, determining evidence gaps and appropriate safeguards.
• Support planning and monitoring of Government Co‑Financing Arrangements.
• Triangulate and synthesize existing PFM, fiduciary and institutional assessments at national and sub‑national levels to inform readiness and verification priorities.
• Represent the project in national PFM, health‑financing and related technical working groups.
• Provide technical assistance to government counterparts and mentor junior staff.

Required profile

• Deep understanding of how public financial management systems operate in practice.
• Proven ability to identify material risks, explain their significance and propose realistic mitigation measures.
• Experience working with national institutions, local governments, health facilities and other health‑sector entities.
• Strong analytical, communication and diplomatic skills.
• Demonstrated leadership and mentoring capabilities.
