Outbreak Response Advisor – Short-Term (Uganda)

About the role

The Outbreak Response Advisor will join a pool of pre‑qualified specialists to provide 3‑6 months of technical support for infectious disease outbreaks in Uganda. Working directly with the Ministry of Health and other government agencies, the Advisor will help prevent, detect, and respond to public‑health threats, including zoonotic diseases.

Key responsibilities

• Provide technical assistance to Ministry of Health pillars on surveillance, case investigation, laboratory systems, infection prevention and control, logistics, case management, and risk communication.
• Identify programmatic bottlenecks, propose solutions, and facilitate implementation of life‑saving interventions during outbreaks.
• Coordinate rapid emergency response activities across national and sub‑national levels.
• Engage in field work to monitor progress, collect data, and support community engagement.
• Serve as liaison between the U.S. Department of State Global Health Security team and local ministries to ensure alignment and effective coordination.

Required profile

• Demonstrated experience in outbreak response or public‑health emergency management.
• Familiarity with the structure and functions of national health ministries, especially in low‑resource settings.
• Ability to work on short‑term contracts and adapt quickly to evolving outbreak situations.
