Consultant – Finalize Uganda National Diaspora Policy

About the role

The International Organization for Migration (IOM) is seeking a consultant to lead the finalization of Uganda’s National Diaspora Policy, validate its content, and develop a concrete implementation strategy and workplan. This role will support the Government of Uganda in harnessing diaspora contributions for socio‑economic development, particularly in climate‑action initiatives.

Key responsibilities

• Review and incorporate stakeholder feedback into the final policy draft.
• Validate the Regulatory Impact Assessment and ensure alignment with government requirements.
• Develop a detailed implementation strategy and workplan for the policy.
• Facilitate consultations with diaspora representatives, government agencies, development partners, civil society, academia and the private sector.
• Prepare briefing materials and support the policy’s progression through the government approval process.

Required profile

• Proven experience in policy development, preferably in migration, diaspora or related fields.
• Familiarity with regulatory impact assessments and government policy‑approval procedures.
• Strong analytical abilities and experience synthesizing stakeholder inputs into actionable policy documents.
• Excellent written communication skills in English.
