Deputy Representative (P5) – UNFPA, Kampala

About the role

The Deputy Representative (P5) supports the UNFPA Representative in leading the design, implementation and day‑to‑day management of the UNFPA country programme in Uganda. This senior position ensures effective partnerships with government, UN agencies, donors and civil society to advance the 2030 Agenda and improve sexual and reproductive health outcomes.

Key responsibilities

• Lead the development and delivery of an innovative Country Programme of Cooperation focused on population, development and universal access to sexual and reproductive health and rights.
• Build and maintain strategic alliances with national authorities, UN and bilateral agencies, development partners, academia and the private sector.
• Oversee daily operations of the Country Office, including supervision of assigned staff and resource management.
• Promote programme goals at the national level and integrate SRHR priorities into broader development policies.
• Drive external relations, communications, partnership‑building and resource mobilisation in a changing funding landscape.
• Ensure compliance with UNFPA strategic plans, the ICPD Programme of Action and the Sustainable Development Goals.

Required profile

• Senior leadership experience in international development, population, or reproductive health programmes.
• Demonstrated ability to manage large, multi‑stakeholder programmes and supervise diverse teams.
• Strong understanding of the ICPD Programme of Action, SDGs and UNFPA strategic priorities.
• High ethical standards, commitment to human rights and gender equality.
