Director, Data and Information Systems

About the role

The Director, Data and Information Systems will provide strategic and technical leadership for data‑driven projects in Uganda. Reporting to senior management, the role oversees specialist staff in information systems, monitoring & evaluation, and data analytics, translating program requirements into robust system and analytical solutions.

Key responsibilities

• Lead design and operationalisation of an integrated data and information architecture supporting risk assessment, milestone verification and performance‑management functions.
• Develop and maintain a performance‑management dashboard for the Government of Uganda, U.S. Government and project users, delivering decision‑relevant risk and performance data.
• Convert programmatic and technical requirements into clear system specifications, data structures, workflows and analytical rules in collaboration with Information Systems and MEL managers.
• Define standards and processes for data governance, documentation, security, interoperability and quality across multiple government and project data sources.
• Oversee verification tools, schedules and automated notifications to ensure timely receipt of source documents for onsite verification.
• Plan and execute periodic data quality assessments and use triangulated data to identify emerging risks and anomalies.
• Identify opportunities to standardise and automate routine analysis, improving efficiency of assessment and verification.
• Engage with Government of Uganda counterparts to strengthen use of existing government data systems such as IFMIS and HMIS/DHIS2.

Required profile

• Proven experience leading data architecture, analytics and information‑system teams in complex, multi‑stakeholder environments.
• Strong understanding of government data systems, data governance and verification processes.
• Ability to translate high‑level program goals into practical technical solutions.
• Excellent stakeholder management skills, particularly with public sector partners.
