Head of Programs

About the role

The Head of Programs will provide strategic leadership and technical oversight for all of PaCT’s initiatives aimed at adolescent girls and young women across Uganda. This senior position is responsible for designing, implementing, monitoring and scaling programs that deliver measurable impact and align with the organization’s mission.

Key responsibilities

• Provide strategic direction and oversight of all PaCT programs, ensuring quality, innovation and impact.
• Lead program planning, design and implementation in line with strategic objectives.
• Oversee Monitoring, Evaluation, Accountability and Learning (MEAL) systems to ensure evidence‑based programming.
• Support fundraising and partnership development through proposal writing, donor engagement and resource mobilisation.
• Build and mentor a high‑performing program team upholding values of integrity, equity and excellence.
• Strengthen collaboration with government ministries, development partners and community stakeholders.
• Ensure compliance with donor requirements and organisational policies.

Required profile

• Master’s degree in development studies, social sciences, project management, gender studies or related field.
• Minimum 4 years progressive experience in programme management within an NGO or development organisation, including at least 3 years in a senior leadership role.
• Proven expertise managing multi‑sectoral programmes, preferably in gender, livelihoods, WASH or youth empowerment.
• Strong track record in resource mobilisation, proposal development and donor relations.
• Excellent leadership, analytical and communication abilities.
• Demonstrated commitment to gender equity and youth development.
