Institutional Mapping Consultant – Category B

About the role

The International Organization for Migration (IOM) seeks an Institutional Mapping Consultant to support the BRMM 2026–2027 project in Uganda. The consultant will analyze and map national institutions involved in labour migration, TVET, and migration governance to improve alignment with destination‑country labour market requirements.

Key responsibilities

• Conduct comprehensive mapping of government, inter‑governmental and non‑governmental institutions linked to migration and TVET.
• Identify gaps and misalignments between Ugandan certification pathways and skills demanded by Gulf and other destination markets.
• Prepare analytical reports and recommendations for strengthening labour migration governance and bilateral agreements.
• Facilitate stakeholder workshops and coordinate with IOM project teams, ministries and partner organisations.
• Support the development of Bilateral Labour Migration Agreements (BLMAs) and ethical recruitment frameworks.

Required profile

• Advanced degree in migration studies, public policy, international development or a related field.
• Proven experience in institutional analysis, labour migration projects or TVET systems.
• Demonstrated ability to work with government agencies and international partners.
• Strong analytical and report‑writing skills.
