National Consultant – Domestic & Sustainable Financing for SRHR & TPSR

About the role

The consultancy provides senior technical leadership to implement Uganda's Sustainable Financing Roadmap (2026–2030) for domestic financing of sexual and reproductive health and rights (SRHR), adolescent health and teenage pregnancy surveillance and response (TPSR). The consultant will generate evidence, drive policy dialogue, assess public financial management (PFM) and build institutional capacity to increase and improve domestic budget allocations.

Key responsibilities

• Lead evidence generation, including cost‑of‑inaction analyses, budget notes and fiscal space assessments for SRHR, teenage pregnancy prevention and demographic dividend initiatives.
• Facilitate strategic advocacy at key budget calendar touchpoints (budget calls, parliamentary scrutiny, ministerial policy statements) to secure and protect domestic allocations.
• Diagnose PFM bottlenecks, conduct quarterly fund‑release audits and propose efficiency‑reallocation recommendations.
• Explore innovative financing mechanisms, results‑based funding and private‑sector partnerships aligned with International Financial Institutions.
• Embed financing analytics and tracking tools into government PFM processes to support transition from aid to sustainable domestic financing.

Required profile

• Senior‑level professional with at least 5 years of relevant experience.
• Demonstrated expertise in public financial management, budget analysis and health financing in low‑income settings.
• Proven ability to lead policy dialogue and coordinate with ministries, parliamentary committees and civil‑society coalitions.
