National Consultant for Training Needs Assessment in Criminal Justice Case Management

About the role
UNODC is looking for a national consultant to lead a comprehensive training needs assessment for Uganda’s criminal justice institutions, aiming to strengthen case management systems and improve accountability.
Key responsibilities
- Conduct a desk review of policies, legislation, strategies, training materials and existing studies related to criminal justice case management in Uganda.
- Prepare an inception report outlining methodology, work plan, data‑collection tools and analytical framework.
- Design and administer assessment tools such as surveys, key‑informant interviews, focus‑group discussions and stakeholder consultations.
- Identify knowledge, skill and institutional capacity gaps and prioritize training needs for case management improvement.
- Evaluate current case management practices, coordination mechanisms, information sharing and use of case management information systems.
- Integrate gender and human‑rights considerations throughout the assessment and highlight gender‑specific gaps.
- Validate findings with stakeholders and incorporate feedback into final analysis.
- Produce evidence‑based recommendations and a prioritized capacity‑development framework.
- Draft the Training Needs Assessment Report, facilitate a validation workshop and deliver a policy brief summarising key findings.
Required profile
- Proven experience in conducting training needs assessments or similar capacity‑development studies, preferably in the criminal justice sector.
- Strong knowledge of Uganda’s criminal justice policies, case management systems and gender‑sensitive approaches.
- Excellent analytical, report‑writing and stakeholder‑engagement skills.
- Ability to work independently on a remote basis and meet tight deadlines.
