Programme Officer - Organizational Development & Advocacy

About the role

The Programme Officer will lead organisational development and advocacy initiatives for Restless Development Uganda, supporting youth‑led change across multiple regions. The role focuses on strengthening systems, coordinating the Uganda Youth Collective, and advancing a youth employment portfolio that enhances livelihoods.

Key responsibilities

• Design and implement organisational development strategies that embed power‑shifting principles internally and with partners.
• Coordinate the Uganda Youth Collective, facilitating collaboration among over 600 youth‑led organisations.
• Lead advocacy efforts to amplify youth voices in policy forums and national working groups.
• Manage the youth employment portfolio across 13 districts, ensuring alignment with market‑relevant skills and entrepreneurship opportunities.
• Build capacity of youth‑led organisations and enterprises to deliver high‑quality employment pathways.
• Monitor, evaluate, and report on programme outcomes, ensuring compliance with safeguarding policies.

Required profile

• Proven experience in programme management, organisational development, or advocacy within the development sector.
• Strong understanding of youth employment challenges and capacity‑building approaches.
• Commitment to safeguarding principles and ability to work with vulnerable groups.
• Excellent communication and stakeholder‑engagement skills.
