Technical Advisor II – Early Childhood Development

About the role

The Technical Advisor II – Early Childhood Development will serve as the subject‑matter expert for the project, providing technical guidance and support to strengthen child protection, care and development systems across Uganda. Working under the Project Director, the Advisor will collaborate with government, civil‑society and community partners to improve policies, standards and service quality for vulnerable children and families.

Key responsibilities

• Lead the design and implementation of Early Childhood Development (ECD) strategies grounded in the Nurturing Care Framework, covering health, nutrition, responsive caregiving, early learning, safety and caregiver well‑being.
• Provide technical assistance to develop, adapt and roll out national and sub‑national policies, regulations, standards, SOPs, tools and guidance for ECD.
• Build capacity of project teams, partners and system actors through coaching, training, supportive supervision and troubleshooting.
• Coordinate with the global technical counterpart, MEAL team and other subject‑matter experts to ensure integrated, evidence‑informed programming.
• Support data collection, interpretation and use with the MEAL team to drive adaptive learning and continuous improvement.
• Monitor and promote adherence to technical standards and quality benchmarks throughout project implementation.

Required profile

• Advanced degree in Early Childhood Development, Education, Public Health or a related field.
• Minimum 5 years of professional experience in ECD program design, implementation or policy development, preferably in low‑resource settings.
• Demonstrated experience working with government ministries, NGOs or faith‑based organisations on child‑focused initiatives.
• Strong analytical and problem‑solving abilities, with experience in monitoring and evaluation of development programmes.
• Excellent communication and facilitation skills in English.
