Consultant for Integrated Nutrition Programme Baseline Assessment

About the role

IsraAID is seeking a qualified consultant or firm to conduct a comprehensive baseline assessment for its Integrated Community Nutrition Management Programme (ICNMP) in Nakivale Refugee Settlement (Uganda) and Kakuma Refugee Camp (Kenya). The assessment will establish quantitative and qualitative benchmarks to measure programme outcomes and inform future interventions.

Key responsibilities

• Perform a desk review of programme documents, Theory of Change, Logic Model and MEAL plan.
• Design and refine the evaluation methodology, sampling strategy and indicator matrix in collaboration with IsraAID’s MEAL team.
• Develop, pilot and finalize quantitative and qualitative data collection tools, ensuring alignment with indicator reference sheets.
• Train enumerators, obtain ethical and safeguarding clearances, and conduct field data collection in Uganda followed by Kenya.
• Maintain data quality assurance processes, provide rolling data access to IsraAID, and deliver the inception report, final tools, and comprehensive baseline report.

Required profile

• Proven experience conducting baseline assessments for nutrition or health programmes in humanitarian settings.
• Familiarity with mixed‑methods research, MEAL frameworks, OECD learning questions and community resilience frameworks.
• Ability to work in refugee camp environments and coordinate with local health facilities, schools and community structures.

Required skills

• Mixed‑methods research design and implementation.
• Sampling design and quantitative/qualitative tool development.
• Data quality assurance and reporting.
• Knowledge of nutrition indicators, DHIS2, FSNA, DHS and census data sources.
