Country-Specific Program Manager – Uganda

About the role

The Country-Specific Program Manager will serve as the primary in‑country lead for Walter Reed Army Institute of Research (WRAIR)‑Africa infectious disease surveillance and research activities in Uganda. Based near the host‑nation military/scientific partner headquarters and the U.S. Embassy, the role oversees day‑to‑day execution of funded projects, coordinates with local partners, and ensures alignment with program performance, schedule, and budget objectives.

Key responsibilities

• Manage daily implementation of WRAIR‑Africa surveillance and research protocols across Uganda sites.
• Coordinate with Ministries of Health, universities, research institutions, and host‑nation military partners to execute infectious disease activities.
• Track project performance, budget, and timelines; report progress, risks, and issues to the Senior Program Manager and Contracting Officer’s Representative.
• Oversee staffing, training, logistics, property management, and facility arrangements, ensuring sites are within 30 minutes of key partner locations.
• Support the establishment and sustainment of sentinel surveillance sites in collaboration with the Surveillance Network Clinical Coordinator.
• Facilitate country clearance, travel, and logistics for personnel, samples, and supplies within Uganda and the broader AFRICOM AOR.

Required profile

• Demonstrated experience managing international health or research programs, preferably in Africa.
• Strong knowledge of infectious disease surveillance, One Health approaches, and global health security.
• Proven ability to work with government agencies, military partners, and academic institutions.
• Excellent organizational, reporting, and stakeholder‑engagement skills.
